when you buy a car you can change the color of the wheels.

I'm guessing no, probs like the first game where you pick from the stock Rims.....so chances are if theres a colour change it'll be maybe since its offered like that(A few cars had rims that were the same, but some were darker than others)

 

With the Chance to sticker up your car though....maybe you'll be able to do it at the same time?
