It's a glitch from photomode. Enter and exit photomode a few times you might be able to glitch the camera.

 

Or, if you mean the camera changes, then that's done via a race replay.

Basically one person parks on the side of the road, and uses software called Fraps to film a friend driving past.

Yes, I get the cameraman role etc, but, you also see they put the camera way high up in the sky and they do all kind of weird things with it.

 

How do u use watch replay?

Create and upload a "Lisa's Diner" challenge. Once it's uploaded, you can race it and then film the replay.
