I know there's a TDUPE (TDU Performance Editor) for TDU1, but I'm not sure about TDU2.

No not for tdu2.

The current TDU modding tool 2 is designed for car makers not regular users. If i remember correctly it will not have all the same kind of features that TDUMT 1 had.
