Bike tuning?

Hello everyone. How can I tune a bike in TDU2? I saw online few guys with bikes on level 4 tuning. Is it a kind of mod or something like this?

OP, you can mod the bikes but it isn't easy and certainly not something I'd recommend trying if you are new to screwing around with the game. It's easily 2 to 3 times more difficult than modding a car and if you aren't savvy, you'll crash your game.

No, he didn't do it. he saw someone who had done it. The OP hasn't done any tuning before or else this thread wouldn't even exist.
