It's driving, that's why it's a bit blurry. :)

Driving shouldn't create a blur like that. Unless either your Photomode is bugged; this is some how not TDU; it was a deliberate photshopped feature; or it was pixelation gone crazy (but it doesn't look like pixelation)....

is it sumone elses car in photomode? like another car going past yours with the radial blur turned on? thats my opinion :) like the colour tho, different kind of pink to the usual bright fluorescent pink you see around.
