Force it in launch options with -vsync and it should alleviate the problem.

When you say adding new stuff, if this all indeed does get working, (we're all praying and hoping it does) what will be the possibility of adding new cars to the game in addition to the ones that are already in it? Like completely new models? I assume they have to be installed server-side too that way everyone can see them yes?

Yea, you are right. Atari is no Bohemia Interactive.. They don't exactly promote modding. They are after all a corporation.
 
They slapped us in the face with TDU2 so they'll certainly slap us in the face again if we show them what a true TDU sequel should be like.

I hate to compare it to this because, TDU is so much better than DayZ BUT, we could have a nice little "DayZ Scenario" panning out here. Atari would freak out if TDU sales, for "some unknown reason" shot through the roof.
 
Imagine if somehow, TDU could be "Steam Greenlight-ed" and we'd be able to join via Steam. How awesome would that be..

Basically, you can now import/export custom mesh + create your own collision (without any size limit/file restriction contrary to the old version).
The user guide should explain almost every aspects of the tool. But if you still have questions or need help, feel free to ask here. :D
