For chrome paint: Go to Car Garage > Visuals > Paint, then use 1 to toggle between paint types until you get "Chrome". You might have to unlock it first though (I don't remember what exactly do you have to do). For liveries: Go to Car Garage > Visuals > Vinyls > Edit Custom. I made mine using mostly the basic shapes (squares, circles, etc.) and the options such as Extend, Rotate, Move (not sure of their English in-game names, but you'll know what I mean). It takes some time, but you can get surprisingly good results ;) Hope that helped :)
