Go to that folder, open the grasstypes.xml file with the notepad
Test Drive Unlimited 2\Euro\Bnk\islands\hawai\fx grasstypes.xml
Look for the part that says (NoShadow = "0"), if there is a 1 change it to a 0, change all to 0 so that they have shadow again.

Fix for grass scale issue
Fix for grass scale issue in the vanilla game.
Copy paste in game main folder, replace Quality_Settings.cpr
In game change the Environment Quality (in video options) for make it work.
