      I have the exact same problem: 

      Steam version running Project Paradise 2 with the Unofficial Patch installed from the Paradise launcher. 
      Tried with a unpacked version, the vanilla game and started a new save for the unofficial patch. Nothing works.

      Were you able to fix the issue? Thank you.

      EDIT: Issue is related to the Unofficial Patch sadly. Started a new save on vanilla game no issue. Loading the same save with only the patch freshly installed, issue is back.

      Maybe the Steam version is not the latest?
