oh, I figured out the problem, The problem was that my Monitor was too big, And that meant more loading of the graphics which lagged My monitor Lol. Well its this type of monitor, I was too lazy to take a pic :D

For some reason when i am playing the game such as crusing around with my car i lag so bad. But when i am inside my garage i do not lag at all for some reason.. Does anyone know why i am having this lagging problem? .. Can anyone help me with this lagging problem?
