    To solve that you will need a image editor like photoshop, gimp, etc. If you already have one, to make spinning wheels use the eliptical marquee tool and select the wheel you want. Then, with the wheel previously selected go to Filter-> Blur-> Radial Blur and select the values you want. I sugest you use the spin mode at "best" quality. Hope it was useful ;)

    I lawl'd @ that :D I agree with MadDogg. Many celebs became clebs because they look good in front of camera, they sometimes do nude photoshoots to raise their popularity. And lots of pretty girls with outstanding bodies have no brains at all.. they seem stupid or act like childs, etc, etc. And Iprefer looking at a "unknown" girl, pretty aswell, inteligent and true. In my opinion this girl is one of the hottest [celebs] in the world (Kate Mara from the movie "Shooter")

    Yes I know, but the photoshop changes I did in this photo where the saturation values, text layer, added some borders and changed up "curves" values to more brightness. No filters, no blur of any kind.
