VKPP.ini goes here - Documents\Assetto Corsa\cfg\filters and the rest go here - Steam\SteamApps\common\assettocorsa\system\cfg
Replays may be a bit jumpy when the DOF is used on the tv cams but should be fine when not using them.

Probally the same reasons CoD and BF players are...
I don't know where I read it (maybe iRacing forums), apparently many of the sim companies actually work together on things aswell as share information. Helps further the genre.

There you go. I'm getting something around 30/40 (or 25, worst case scenario) fps depending on the track-car-cars on track combo...
