To make the car change it's class, a new entry must be added in the database. That means for each vehicle, i would need at least 4 different database entries for the same vehicle. When someone edits the Impala, the person would need to edit all these 4 entries individually, instead of just one. 
Modify the vehicle is not required for game completion, they exist mostly for free roam drives, and to easy up races.
