This has probably been asked a billion times, but is there any way to improve the FPS on PC?

Hello all, yesterday i captured a log file with gpu-z tool to check the values of my graphic device, as i had have only in tdu2 sometimes/frequently heavy fps drops. My nvidia get warm to over 80+°C and than the gpu load was throttled to 50% and less. So the game was about 1min to be at a maximum of 15fps. Which means the driving was mostly impossible. I thought today i should try to install another ventilation/rotator on top of the graphiccard to get it more cool. I unplug the computer and hey, as i took a closer look on the cpu cooler, i saw there was a big carpet of dust underneath. So 1. i cleaned the CPU cooling rips and rotator. Then i unpluged the graphic card and saw a smaller dust carpet on the colling rips and arround the ventilation too, so blew them all away. And than i took antoher ventialation from a cpu and fixed it above the tiny graphiccard cooler/rotator. I plugged in the card to the computer and started the machine. Started gpu-z for and fraps. And heho i could play 50min without any fps drop. Than i crashed to desktop , but it could be program issue. This might helpful for others :) Now my graphic card did not get warmer than 62°C

My game doesn't run very smoothly, between 5 and max fps intermittently, i'm wondering if i can lock the FPS so it is between 25 - 35 fps constantly? Make it a more playable experience? I have the 9800GT, but my PSU is under the wattage needed, hence the bad FPS and sometimes crashing (if i have messenger, TDU:C and test drive running at once :p) Any help is greatly appreciated! Chris
