As far as I'm aware most club features are a bit broken on the PC, so it is likely that they are equally as broken on the 360, however do not take my word for this, as I may be wrong. To join a club, you just need a Club Leader to invite you, and you will get a message in your news section, which you just need to accept. To create a club I believe you just need to purchase a club house, however do not take my word for this either, as I have never actually done it :)
