There has been a few threads about this, like http://forum.turboduck.net/showthread.php?t=17655 ;) I think you have the same problem I had when I started playing TDU and that is that something is playing up with your router. When we changed it things became a lot better.

Open the .dds in DXTBMP and then after all the editing is done just go File > Save As > DDS Texture and use whatever settings it has set up for you.

You need to zoom in as much as possible and make sure your sound is exactly as long as the original sound (and I do mean exactly - right down to the tens or even hundred thousands of a second) and then export it in the right format for TDU.

If it still doesn't work there might be something wrong with your internet.. Try disabling windows or router firewall? That's the game telling you that it knows you're using a no-dvd patch. Use your original DVD. ;)

To make it louder go to Effect > Amplify (I think that's what it's called in the English version?) However, if you can't hear anything, I think there's something wrong with your sound.
