  5. The February issue of Akita Shoten's Champion RED magazine is announcing on Saturday that production on the second television anime season of Seikon no Qwaser has been green-lit. The Tokyo-based software company Web Technology Com Corporation announced on Wednesday that it is developing an English-language version of ComiPo!, a program that allows users to create their own manga with pre-created 3D characters and settings. According to the company, even "people who can't draw" can create manga with this software, similar to the way that people who cannot necessarily sing can create vocal songs with the Vocaloid software tools. Web Technology Com plans to release the English version next spring. The Japanese version of the software was released on Wednesday in packaged and downloadable forms. Manga creator Keiichi Tanaka (Minori no Seishun, Doctor Chichibuyama) is currently the company's General Manager & Solution Sales Division, while Even A Monkey Can Draw Manga's Kentaro Takekuma consulted on the software's development. Character designer Kumi Horii (Seitokai no Ichizon, Zone of the Enders) created the built-in character models. These models, along with the backgrounds, are available in 3D, allowing the users to shift the angles of either when designing their manga's panels. Users can also customize Horii's designs with different hairstyles, hair color, eyes, expressions, clothing, and other features. A 17-year-old female character named Miho "Comipo-chan" Koishikawa gives advice to the users with the voice of Sayaka Nakaya (Usaru-san) from the female idol group AKB48. As leader of the "ComiPo!   17. The full Tokyo Metropolitan Assembly approved the government's revised bill to amend the Youth Healthy Development Ordinance on Wednesday afternoon. The current ordinance already prevents the sale and renting of "harmful publications" — materials that are "sexually stimulating, encourages cruelty, and/or may compel suicide or criminal behavior" to people under the age of 18. Bill 156 would require the industry to also regulate "manga, anime , and other images (except for real-life photography)" that "unjustifiably glorify or exaggerate" certain sexual or pseudo sexual acts. Another section of the revised bill would allow the government to directly regulate the above images if the depicted acts are also "considered to be excessively disrupting of social order" such as rape. The assembly also approved a non-binding supplemental resolution urging newly designated harmful publications to be carefully regulated, with the work's merits based on artistic, social, and other criteria to be taken into account in the evaluation process. The voluntary self-regulation clauses will go into effect on April 1 of next year, and the restrictions on sales and renting will go into effect on July 1. Source:ANN

On Wednesday, the Japanese police's juvenile crimes division arrested a 19-year-old shop worker and two 16-year-old boys from Tokyo's Izu Ōshima island for allegedly breaking into a store for cash. According to the police, the three Ōshima Town residents called themselves the "Kaitō Kids of Ōshima," after the phantom thief that appears in the Detective Conan (Case Closed) anime. The three suspects allegedly committed a total of 20 burglaries, theft of monetary offerings (such as those at shrines and temples), and other crimes since last December. The authorities said that the suspects admitted, "We did it for the sense of thrill. We enjoyed the fear and sense of accomplishment." The authorities added that the total haul from the crimes was over 680,000 yen (about US$8,100). The Kaitō Kid character has not only appeared in the Detective Conan anime franchise, but also in his own Magic Kaito anime and manga. Source:ANN

Next year's combined 3rd/4th volume of Shueisha's Weekly Shonen Jump magazine is announcing on Monday that a television anime adaptation of Mitsutoshi Shimabukuro's Toriko manga has been green-lit. In the story, the title character Toriko is a "Bishokuya" (gourmet food provider) who travels the world to hunt down the animals and plants needed for the finest cuisine dishes. The anime series will premiere next April at 9:00 a.m. on Sundays on Fuji TV and other stations. The manga has been running in Weekly Shonen Jump since 2008, and the 12th compiled book volume is shipping this month. The magazine had already announced in September that a 3D film version of Toriko (and One Piece) will open in Japan on March 19, 2011. There were also two Toriko anime specials produced for this year's and last year's Jump Super Anime Tour events. Viz Media will publish the fourth volume of the manga in North America next March. Fuji TV's 9:00 a.m. timeslot on Sundays is currently held by Dragon Ball Kai. The Toriko television anime will run before the One Piece television anime series, which currently runs at 9:30 a.m. on Sundays on Fuji TV. Source:ANN

Starchild Records, the anime label of the music company King Records, began streaming a television commercial for the Oniichan no Koto Nanka Zenzen Suki Janain Dakara ne—!! anime series on Tuesday. The anime adapts Kōichi Kusano's online manga of the same name, which centers around the "slightly dangerous relationship" between Shūsuke (Toshiyuki Toyonaga), a boy who likes risque books and DVDs, and Nao (Eri Kitamura), Shūsuke's younger sister. Aniplex of America announced on Monday that it will release ufotable's entire Kara no Kyoukai - the Garden of sinners film series in an English-subtitled Blu-ray Disc box in North America on February 8, 2011. The eight-disc box will include the seven theatrical chapters of the franchise plus the bonus Final Chapter that will be available for the first time in February. The online retailer Right Stuf will be the exclusive distributor. The Japanese Blu-ray Disc box of the film series will ship less than a week earlier on February 2. Right Stuf will offer the North American version for US$398.98. (The Japanese release will sell for 52,500 yen or about US$620, although that is the suggested retail price before discounts.) Kinoko Nasu's original novels center around Shiki Ryougi — a beautiful, yet rather unsociable, girl. A strange series of violent deaths start occurring in her town. As a boy named Mikiya Kokuto attempts to get closer to Shiki, he soon learns that the two are connected and that there are many supernatural forces at work which could very likely get him killed as well. Besides the seven theatrical chapters and the bonus Final Chapter, the Blu-ray box will feature the 60-minute edited Remix - Gate of Seventh Heaven- compilation of the first six films and the 50-minute Retracing All Seven Chapters of The Garden of Sinners television special. The same Visual Chronicle Book (with staff interviews, every key visual from the franchise, illustrations from each movie, and artwork for DVD packages) will be included in both the Japanese and North American releases. However, the North American release will add a separate booklet with English translations of the text in the Visual Chronicle Book. Takashi Takeuchi, the novels' co-creator and illustrator, drew exclusive new artwork (pictured above) for the box's cover. Prolific composer Yuki Kajiura (Tsubasa: RESERVoir CHRoNiCLE, .hack, Noir, Puella Magi Madoka Magica) scored the music in this film series.
