GTA IV Issue

So I've (just, yes only just) started GTA IV on the PC.

 

I have my resources under Graphics at 809/2023 and yet the game is still lagging pretty horribly..

 

3.0 Ghz Quad Core i5-3330

8 GB RAM

Radeon HD 8570 2GB

EDIT: Seems to be only when I'm driving?

EDIT2: put it down to 450/2023 and it's a bit better? But why bother with 2023 if I can't bloody well use it..

You should try out the commandline. It will probably help You a bit. Although I do believe that this game needs really powerful CPU due to its bad optimalization.
