why doesn't my game load?

I installed the game and the project paradise patches, and the tdu platinum, but when it comes time to start the game, create another profile, or load the same one, the game does not leave this screen:

I just downloaded the game, installed it and it happens

You play on online or offline profile?

Server is currently shutdown.
I can't tell for sure but probably the reason why is this:
