To be fair, we're in what I like to call "The Age of DLCs & Patches" and I reckon this game is going to be yet another offender of this crap.
It'll be "Let's release a half-arsed game just to get it out on the shelves and bringing in some money and reviews". Then they'll start seeing all of the complaints about glitches, content missing and all that general rubbish, then they'll announce that "We're making a patch/DLC which combats this issue that users are experiencing, it'll be along very soon!".
*update comes out* *people are happy until they find that the update as screwed something else up*
People start complaining again, another update comes out and so it continues. If you're really (un?)lucky there will be a bug which will be a game-breaker for a lot of people. The developers announce they are releasing an "Additional Content DLC" (In TDU2s case, it'll be a few cars). But, oh wait! You need to pay £5 for this DLC, for content which probably should've been in the game from the beginning in this day and age in the video game industury. That's where the rest of this car list will come from.
Sorry for the negative post but that's what I can see happening to be honest.
