    You have to create commandline.txt It doesnt matter what card (like Austin said) its just because you dont have a quad core.

    He probably use this tweak: http://www.gtaforums.com/index.php?showtopic=384473 This game needs more from your processor than from your videocard. The requirement is a quad core, so thats why it doesnt run smooth.
