zmodeler for starters.

 

I think zmodeler has a plugin which allows .dff files (San Andreas cars) to be read by the program. zmodeler also has the TDU plugin which allows you/modders to export their conversions/creations into the required file types.

 

Photoshop/Gimp/Paint.net/others

These pieces of software allow the modder to create/edit custom textures for the vehicle in question.

 

That should get you on your way, but watch out - zmodeler is VERY difficult to use if you're new to 3d modelling.

you will need a full paid for version of zmodeler.

 

Are you converting original models from GTA:SA or from other modders?? If from other modders you will require their permission if the files are locked or you plan to release the convertion.

i can get full permission from the cars ill be converting easily..... and i have plans to release the conversions... i'll be doing a few cars... prob mosly muscle cars
