Use Djey's TDU Modding Tools and open the .bnk file of whatever car you want to edit. Extract and convert all (TDUMT can do it all at once) .2db files inside it to .dds files that we can edit.

Now, the taillight is usually a file called "lgt_rof". (light_rear-off)

From then on I think you can use a lot of programs. I think my method is pretty aged by now, I open them in DXTBMP and then in Photoshop where I edit them. When you are done, resave it and convert it back to a .2db. Put the edited .2db back in the original .bnk file and you're done.
