If you mean snow and rain falling from the sky, i'm not sure if it's possible.

i do have a theory about the rain!

 

i you use the most wanted effect mod, and change the sepia picture to a picture with raindrops, with a "Gif" effect. Then i think i could work. but thats just a theory...

game will run fine, and who care about quality?! i was rain he ask'd for, and this is what i gave him..

Who care about quality? I don't think you would want to drive trough some unrealistic dropping rain or snow. Also if you want to drive in cockpit view would it still drop? Yes.
