Yes you can go back and forth, hardcore mode appears under the "Continue Game" button on the main menu. Basically hardcore mode reduces gravity and gives less grip hence a more realistic, less arcade feeling to driving. See below.

That's completely untrue, at least 21 different people have won PotW out of the previous 35 competitions, so how can you say it's always the same? Here's rule 7 for you... Unfortunately for you 1680x1050 is way bigger than this.

Read Rule number 1. The fact that other members commented on your use of lens flare and that it was not allowed means it was noticed, and hence, goes against the competition rules.
