Making Tdu2 sound mods - help please

I have got my sound examples i am using, but i am having trouble converting the .wav files to 4-bit, they are all 16-bit or 32-bit at 44khz. Can anyone tell me a good program to use to convert them to MICROSOFT ADPCM and 4-bit?

 

Also, what are the offlow, onlow, offhigh, onhigh mean? :S When i listen to some they sound really annoying?

 

Hoping to get some awesome Ferrari, Lamborghini, BMW and Aston Martin sounds made soon (Y)
