Can my computer play TDU2?

CPU and Ram are enough I think, your videocard I don't know, I'm not familiar with ATI's cards.

Yeah, the website isn't very accurate to be honest. It says my laptop can run the Sims 3 flawlessly but it can hardly run it on minimum.

Best thing to do is wait for the game to come out and test it out. If you're happy with it, then good. If now, you can upgrade your graphics card.

CPU and RAM are fine, but your graphics card will struggle on minimum.

 

Might be worth investing in a slightly more powerful card (nVidia 8800GT / ATi HD3870)

Well the computer can't play anything by itself. But yes, that looks good enough to me. I'm no expert on ATI cards though.
