Time shifting and weather change

Are there any program or trainer that can make change day time in game or weather ? maybe somebody know it is possible to do it ?

O!! Really!. Of course in offline but i dont know how to do it. Could You tell me . Thanks. Also about the weather - can be changed in game (of course in offline mode)??

sick of it being 14:10 in ibiza every time i start the game, only get a little wihle before night and when i have weather enabled it always rains after like 2 hours ingame :/
