Is there a way to teleport everywhere on the map not only on the roads?

There's only one teleport actually built into the game, and it teleports you onto the small island just off the eastern corner.

 

Check the attached picture, drive from the marked X up the ridge in the circle.

 

You should see a large floating blue e

 

Drive into it at about 30mph and you should be teleported to the small island offshore.

 

You should be able to Bookmark the location so you don't have to repeat the drive up the ridge.

You can also edit the Bookmarks text file in your profile folder (My Documents\Test Drive Unlimited\savegame\you\bookmarks) if you know (or are willing to guess) the co-ordinates.
