Well yeah you need to discover things...

• Roads
  
• Wrecks
  
• Photo locations (and take the photo)
  
• SP challenges (Convoy, Adrenaline, Jolt, etc)
  

You unlock higher tuning levels the more you discover.

I've been wondering, is there still a prison you go to in this game? If you have no money and get pulled over by the cops what happens? Is there a scene of them beating you on the side of the road? It's been bugging me for awhile on what the outcome would be.
