Yes you can, like all other concepts. However, it's hard to sell them to a specific person as concepts tend to get bought pretty quickly.

The GR-1 concept can be had if you just complete the events for it. I own 2 GR-1's and 2 Cobra's, they are a blast to drive but I couldn't decide on color. So I have a shiny GR-1 and then a kandy red and white one. Then for the Cobra I have the stock silver one and then a metallic blue one. :) Seriously, just complete the events. It's worth it.
