Scout new routes.

I am busy to to scout the entire area of Hawaii Area 4. How can I check how many percent I have completed that area? And is there also a way to achieve an achievement via Steam for completing to scout an area?

Just pause the game and go to progress and objectives and then go to discovery tab, there you have it all roads wrecks etc progress don't know about steam achievment

You can check on Steam what kind of achievements there are. Just click on the achievements icon.

 

In the game you can check your achievements like Robik said or go inside a home, click on the LapTop on your salon table and check out all options there. Good luck exploring all roads ;)
