Yep, Atari didn't think this through. Servers down mean non accessible DLC

 

Now that i think about it, i had bought quite a few cars and bikes, so i'm kind of screwed if i want to play offline.

If you want to get DLC cars you can do a glitch but since i'm not very good at explaining things i will give you a link for a YT video that explains it.

And if you want bikes this video will also help you.
