Yep they do. If you are within 250-300 yards of another vehicle you can 'draft' it. You can also draft the AI traffic (even oncoming lol) for a small speed boost.

 

However in online races the host has the option to "deactivate player on player collisions". If this option is enabled then slipstreaming/drafting doesn't occur.
