Locking the FPS?

My game doesn't run very smoothly, between 5 and max fps intermittently, i'm wondering if i can lock the FPS so it is between 25 - 35 fps constantly? Make it a more playable experience?

 

I have the 9800GT, but my PSU is under the wattage needed, hence the bad FPS and sometimes crashing (if i have messenger, TDU:C and test drive running at once :p)

 

Any help is greatly appreciated!

with fraps there is some locking thing - it may be to lock the game so it cant go above that amount, i dont know why you would need this though. have a look in fraps, and look here http://www.letmegooglethatforyou.com/?q=is+there+a+way+to+lock+the+frames+per+second+in+test+drive+unlimited

Already tried google with no luck, but will have a look at fraps now :)

you'll burn out your graphics card if the PSU isn't powerful enough to handle the 9800GT. i had the same problem so i bought a new power supply and it works great now.

my 8600GTS is getting more fps then that, get a new power supply.

Thanks guys, new PSU should be on the way soon, bank is empty now though haha :(
