No, its 800x640 for landscape, or 640x800 for portrait. He is perfectly well within the rules.

It can't be less then this else you loose quality.

That's what they call HDR my dear. :p

^ You can however overdo HDR...

 

And you can make that smaller before I enter it thanks. And you don't have to loose quality, just make it a smaller size.
