dunno what it is, but it's certainly not a standard photomode feature....-.-

that bloom could be the HDR bug ( in which HDR becomes overly bright at low camera angles) and the blur is most likely camera motion blur from the game. So SO FAR, it looks ok to me.

 

All the effects are within the constraints of TDU, whether original or photoshopped.
