I'm looking for a game who have this car:

 

- Audi 100/A6/S6/S4 1991-1996

 

Exterior and interior in preference...

The closest thing I can think of is Forza Motorsport 3, which has the 2000 S4. all cars in the game have interior view

I did a search on IGCD.net, and apparently the only Audi C4s that ever appeared in a game were the traffic cars in some of the early NFS games...

Yes you can. You can actually drive those NFS-traffic vehicles. You have to search a bit but there were simple cheats for each car, I believe in NFS3 you had to type something between tr00 and tr15 in main menu to drive with a corresponding traffic car.

That's correct, but that only works in 3. Then I mixed it up with 4.

 

NOTE: For cheats to work in NFS4 (Road Challenge or High Stakes, depends which region you bought it but it's the same game), you need to download a special file called the Cheat Enabler or you won't be able to enter the cheats.

 

Also note that as I experienced, some sites don't tend to mention a few cheats only work for specific versions of the game. An example is the cheat for a Titan Hotrod car, this odd hotrod was PSX only so no matter what you try, you can't get it on pc.
