It does take time to progress in the game. That's a good thing!

If he's anything like me he'll just be driving around aimlessly taking in all of the surroundings instead of trying to complete the game.

 

The North airport's on the map but the South airport isn't, either they've scrapped the South airport for some reason or he hasn't 'discovered' it yet. Probably the latter seeing as so much seems to be missing from the map.
