I have some problems in the game

The traffic in the game goes all crazy.

The trucks have the trailers in the air or raised.

When I hit a patrol car changes color, black or red

It's a common problem with Patch 1.68. First thing you can do is copy all the traffic vehicules inside "patchs" in your Patch 1.68 folder and paste these vehicules into Euro/Bnk/Vehicules/Traffic

 

If it doesn't work, try to reinstall the Patch 1.68

The trucks are good but police car have the color problem

Only if you crash into them ? I've got that problem too, it's very common. I've never really tried to sorted that.

I think to definitely try to sorted it out is to have a clean installation of TDU then install the Patch 1.68 . Not a big deal, at least the Trucks are all good :)

The police car problem happens, as color sets are assigned to the slot. You could try to make an uninstaller and delete the colors for the slot. I've never tried it though, so I don't know if it works.
