Are you trying to disable police in TDU or something else? Removing police is considered a hack, which cannot be discussed here.

Just stand still on the side of the road. Make sure you stay on the tarmac though.

Driving the wrong way down a one way street (without crashing) is also a great way to lose the police when you've got 3 shields.
