I want to know how I can tuning cars, nothing else.

Do you mean peformance tuning or optical tuning? For performance you have shops for every brand (except ferrari and the bikes) ingame. Optical tuning you can do in the stickershop ingame or with texmod. And how you can use texmod is detailed descriped in the forum where you found the pic. It's a forum specialized for optical tuning. But i think you can find it also here if you use the search function and search for "texmod".

 

To descripe it here how you can use texmod would blow up the timeframe. No hard feelings. ;)
