IGN has posted this article where GT creator Kazunori Yamauchi has told them that they have Gran Turismo 6 "In Mind" for PS4.

There is a lot being said by a vocal minority about 'how stupid' it is to release a massive title such as GT6 only on PS3 at the end of this year which as we know is also the start of the PS4's entry into the world markets. However it does make sense as GT is a HUGE seller, 10million of GT5 has been sold (shipped?) in fact so when you consider that Sony aren't exactly rolling in money and with the fact Polyphony Digital take their damn sweet time to release a GT these days, well putting one of your big players like GT out where there is an install base of about 80million (90m+ by end of year?) is complete business sense. Then you show GT6 or GT7 coming for PS4 and you keep both camps happy and maybe even create more excitement and have people double-dip for both versions!

 

...or if they think clever, they could reward GT6 PS3 players with their game progression or additional extras on the PS4 version via some means.

Well they're obviously making the best financial decision. When GT6 is released 90% of potential customers probably won't have the PS4 (assuming it's released by then), but you still have to make sure you don't upset your biggest fans, at risk of them telling everyone they're not looking forward to the game.

 

But people will always try to make up for being a minority by being vocal :)
