Yes, basically, the people who didn't get votes made pictures which didn't have a unique feel to them. For example - Tourists usually take the same pictures when they go places and it's only a select few photographers who go out of their way to be different than everyone else. That's what makes their pictures better than the others. It's usually all the tourists who take exactly the same angle and composition. It's exactly the same here in this competition but a different circumstance than my example.
