Simply because there's no such a track in the game with long enough straight line, like Volkswagen Group's private test track..though it would be fun if someone makes a mod...:D

Thanks :D Tier 4 is unlocked when you get 180 stars I think, for level 5 (the NFS Live championships) you need 280.
