Honestly trying to compare the maps in TDU and Horizon are pointless. TDU in terms of graphics and landscaping made it much easier to make a bigger map. With Horizon, they packed plenty of different scenery into their map, changing it up and having to model tons of locations. It's like trying to make Skyrim and Bethesda had 4 years... (sort of)
