No such tool yet, indeed.

I've begun working on it ages ago, but stopped by lack of time and complexity of binary save data file.

it especially does not exist for console versions since they are not modable at all

I find map unlocker and save editor here : https://allhacktool.wordpress.com/ but can't download.. anybody try download, if you can add it on "google disk" i too want it!
