I've used manual mode for those shots. Shutter speed = 5 seconds. F 2.8.

 

Those are shots taken from my balcony, the trails are lights coming from the street and the surrounding blocks. Using those settigns, just move the camera around fast to get these results. Just experiment with settings and movement, until you get a good one. :)
