Yes, found it on Stanceworks. The front bumper is made from a B5 S4 and stock B5 Passat bumper, wheel arches are from a C5 A6 Allroad and yes, those are 20" Masser rims. He used to have some other 20s from AMG's iirc. It looks badass.

That Passat's front bumper - it's a mix of down S4 B6 ABT bumper and Seat Cupra lip at lowest down :P Anyway great VW :)
