The PhOTW, PTOTW & CMoTW rule poll

As you probably know, there's a rule in the three OTW contests that I host stating that if one person wins twice in a row, the person they voted for chooses the next theme. However, that rule is imperfect, seeing as it does not foresee a situation in which the winner does not cast a vote, and therefore must be changed. I've considered two alternatives, which you can see in the poll questions. Which one do you think is better?

I would wait and get a few more opinions first... I voted for the second option, if you win twice in a row, your entry in both weeks must have been great and I feel you should deserve to pick the theme if you win.

No one should hog the theme-choosing ability, especially if they pick themes like Ricers :(
